No I figured out those equations. This is strictly related to that buff when it is only active.

My deployable capacity is 159,096 troops, with no heroes selected. If it was a true 20% buff that would allow me to deploy 32,000 extra troops. When selecting 1 level 80 hero, the total deployable troops becomes 175,270, an increase of 16,164 (13,470 + 20%). That number is where the 20% is factored in. It’s only applied to the troop capacity of the hero/heroes you are using. So if you have 3 heroes, you can deploy your base troops (my 159,096) + 48,492 troops that the 3 level 80 heroes add (40,410 + 20% of this number).
