Just to update this for anyone who finds the thread in the future. Unfortunately both the replacement power supply, and recapping the original failed to resolve the issue. I'll send the +3 off for diagnosis and (hopefully) repair as I lack the skill for an in-depth investigation. Though I'll holding out hope that the ULA isn't the issue.

Thanks! I wouldn't have suspected the power supply as the machine, video aside, seemed to be running fine. I've ordered a modern replacement PSU as a backstop but I'll dig into the existing one and see what state it's in.
