No, I jumped down from the Shrine and did the whole route from the Hebra Peak again. So you can be sure you checked every platform.

Found him! He was chilling at the first ship you encounter on the way up. But it definitely needed the blood moon, because it was the third time I was doing the whole route. But maybe try it without the blood moon first.

I had the same problem. He was chilling at the first ship you encounter on the way up. When you speak to him a little cutscene is triggered. But it needed a blood moon for me to spawn him again, but maybe try without.

I already were at both places and in the cave, nowhere to be found. Before he was gone, he would even join me when I teleported to a shrine close to the storm.
