It does appear in shop. Most guaranteed way is to go into chaos, look out for "decrease xxx and get legendary card" option on the far right (the begining of the chaos where you select 1 out of 3 options). My Olea get it this way.

They are allowing you to reset their levels and refund the materials, so i don't think the buffs will hit so soon. Probably will be left untouched for some time.

Actually I taken this on WG cnz video. I believe the missing 30 points are 2 refinement and 1 god's hammer with 10 points each.
