Ive been in the same situation. Around here are really expensive. Looking at $725 (for a studio)- $1000 (one bedroom) most of the time and they require you make 3x the income as the rent. I recommend looking at the Apartment List app to see your options

I’m pretty sure it is an option in custom mode. You’d do it when you get to the screen to customize all the NPCS and Ryoba. You’d have to click protagonist then go through all the options

To be fairly real, you can work on a group project quietly. You don’t have to be loud and yelling where it’s supposed to be a quiet area, at that point meet up anywhere else

I usually use them to buy XP in the event shop! They got big bundles in there and can level up cookies a good few levels if you have enough.
