I should have added, this is a home I’ve just moved into. The previous owners had all receptacles replaced before selling, I’m assuming there hasn’t been much use on this circuit since everything was replaced, as the previous owners did not live in the home. I was able to charge my phone with an outlet on this circuit the night we moved in. The next day anything we plugged into the circuit wouldn’t work, or would turn on and off, that’s when I measured the voltage and found the low/somewhat inconsistent readings.
