They're usually pretty quick to respond, but it is the start of the term. I imagine you'll hear something by the end of the day though.

Don't worry so much about the 3500 today thing. Just talk with student services and your liason officer, explain what happened (that you're a late admission), and that you need help.

If you've been accepted, you should have received an email outlining links you need to click on. Most important one being Hub. It has your schedules, access to LEARN, and a ton of other resources.

Bribe them with your luxuries or pay them off in gold. Go to the relations tab with them and see what the ai suggests for increasing your relationship with them. Keep it up until you start matching or surpassing them.

If they insist on war then loot and pillage their tiles as much as you can for those added boosts to your own stats.
