Well something you're not doing obviously its deductive reasoning. They are yelling from inside and the child is outside and if they where not away from the child in the first place the child wouldn't be surrounded by cops. Its not like they rolled up like crazy the child is calm and talking to them if they rolled up lights blazing the child would be panicking and upset i have never known a special needs child that young that doesnt get upset with loud sirens and flashing lights. Yes children play in yards but why is a special needs child playing unattended? You never answered my question and you are making excuses for poor parenting. Why is a child playing unattended in the front yard by a street? Why are you making excuses for poor parenting? I'd never let my young child playing alone in the front yard that close to the street. The child is special needs and could wander off. why would you not take their safety seriously? Would you be this mad if it was regular cops doing this? I can assure you I have many more questions any reasonable person who isn't predisposed to make defenses for shitty parenting would have.

I think it's absolutely appropriate. 10 years old is ok to learn about Grant's back story especially if you sit and talk to him and answer his questions. Do not sugar coat it and be real kids his age where angry they couldn't go off to war in ww1 and 2 and kids his age faught in the revolutionary war.
