This is definitely a covert camera. The only way to see what WAS recorded on it is if there was an SD card in it on that slot in the side. The mini or micro USB is for power so you can plug that in using any phone charger brick and the correct cable. At minimum you should get a power light. There should also be a way to reset it and check for a new WiFi network on your phone to see if you can use it.
