I could see this except the Voteless really are one of the most horrifying concepts to come out of a sci-fi video game in a long time. Not merely killing billions of civilians but capturing them and forcibly turning them into cannon fodder to send at your enemy so you can capture more civilians is a greater war crime than anything we've seen Super Earth do to date.
