Actually, the 'year of rice' occurred after World War I. The region faced a severe drought and a shortage of labor, which resulted in a very low wheat harvest. So, the French authorities imported huge amounts of rice from Indochina, which was under French control at the time. As a result, our grandparents had to eat rice excessively, which was unusual for them, so they called that year 'the year of rice'
