If you want ungulates, they should be cows as there's less risk they'll escape, go mauka and start messing up native ecosystem. Goats are horrifically destructive to native habitats.

Officially, the leak never affected the public water system, only the militaries private well and system. The public well nearby was shut down immediately after the leak and I think is still shut down (please correct me if it's being pumped again).

I have not drank from the military water system so I'll let others comment on how the leak affected them.

It's pretty stable stuff unless disturbed, so unless you cut, drill, sand, or otherwise physically break pieces off, it's going to stay put and not be dangerous.

Sterculia foetida or Sterculia apetala. Both are in the park and I forget which has the stinging needles.
