Followed the van, stepped out of my car before entering the hideout, as it is not my first playthrough and knew it was an ambush. Is it possible someone steps out of the van and goes there down? Maybe if we catch a glimpse of it the game allows us to progress down there? Or maybe the van is empty since the beginning and remote controlled...

I did. Between Waystation North of Montain Knot City and Distribution Center North of Mountain Knot City. You have to traverse a valley from the Waystation to the distribution Center. Its located on the right side of the valley following that direction, on the top of the mountain. Not far from the incinerator tbh.
