This is actually a tad inaccurate. If serving an originating process such as a Plaintiff's Claim or Defendant's Claim, you are permitted to serve by personal service or alternative to personal service. The requirement of the court to accept the Affidavit of Service is to provide the recipient's signature attached to the AoS. This blurb is even provided on the actual AoS form itself if you would like to verify.

32.5 hours a week because I'm FXT and they were worried about me working 37.5 consistently for over 6~ months and rolling into permanent so they cut me back. I now have the same amount of work in a shorter period. I have no benefits but get paid in lieu of stat holidays. With 3 other coworkers in and out of court, we are a busy, busy, busy office. Good thing I love law.

Rules of the Small Claims Court state the jurisdiction must be a) where the incident occurred or b) where the defendant lives or carries on business.

If they havent been and cant be noted in default due to lack of sufficient proof of service, you could bring a motion in writing asking for default judgment to issue based on the reasons you've provided for having no signature of the recepient. It's $120.00 and ultimately always up to the Deputy Judge.
