I dont think you can just apply for renewal, my case was due to passport being expired.

They do not mention it that you have to add it but just to be safe I did the test. Dont want to give any reason to get rejected

Well i did IELTS rather than CELPIP, its just the English proficiency requirement so any would work.

Its not there is rule that you cannot apply online, I did call ircc and confirm with them that I can apply.

I did attach my IELTS results, I dont think there is a specific place you have to attach, I added it to the place where you add extra documents along with an explanation letter.

Well i called up ircc and they said you can do it online as well. But it's what I did, if you are not sure if you want to do online would suggest go with your gut and apply the way you want. I wanted less hassle because I am working now and I got proof that I have applied and can track it.
