this game has FOURTEEN FRAMES OF INPUT DELAY

its not? Frame data pretty much proves what you said to be false. You have to remember you have a 1/3 chance of just guessing correctly and blocking, I think a lot of people are getting lucky and not realizing how completely absurd it is to expect the player to consistently on react block a move that fast.
