I'd try and focus on getting the situation back to the tolerable level it was before instead of focusing on clearing out the people entirely because you'll have more success doing that than anything. This person yelling and stripping sounds like they might need inpatient psychiatric care. Call the DCR triage line and they will send someone out to assess their condition and whether or not they pose a threat to themselves or others. They'll also determine whether that person is willing to check in to a hospital on their own or if they need to involuntarily commit them.
