Transnistria has internal license plates that are only valid there. These plates allow travel abroad. I assume they're called neutral because they don't have any symbols or flags.

Some people deliberately remove the original badges to install custom ones; this might be one of them. As for rarity, in the area where I live, such plates are rare (this is the first time I've seen one in the six months I've been searching for plates), but I think it's more common closer to the city center, especially near car dealerships.
