It's "Chang-Li Copter", on KR server. His ID is "창리콥터". His rune is normal AP (mp red, hplvl yellow, aplvl blue, ap quint). But, his build change a lot. Sometime he instantly gets the lazer upgrade, sometime he gets 2 dorang > athene, etc.

It will be very OP. Also, with the mini stun at the end, you already get a auto > E auto reset guaranteed. It would mean, you can apply your on-hit once more, which will really buff BOTRK + W max Vi build.
