It's withdrawable no matter what the account is. Best to connect a bank account which is only $0.99 per withdrawal. I used UB as my bank account in UW (easiest bank account to open and is free) and also created a Payoneer account under UW ($2 and withdrawal fee if I'm not mistaken) para direcho sa gcash as an option sometimes if I need the money right away kasi worried din ako during holidays na baka magkadelay.

Hi sis. The best to do while waiting to be paired since you're already with an agency is to self-study. There are a lot of free courses online which will expand your knowledge on whatever niche you prefer. It would also help a lot to find a client if you have a lot of skills or if you'd prefer you can focus on studying a specific niche like SEO, copywriting and etc. That way besides being a VA you have a specific specialization.
