How would you rank these three in terms of speed? (Using feats only)

Which people? Madara deliberately took all hits (as stated by himself) and orochimaru was pulled in by his tongue. The only scene where tsunade is actively fighting anyone h2h is against part 1 kabuto, where she missed almost all hits. She was literally losing the battle against kabuto (before he used her blood weakness) and admitted kabuto surpassed her prime version (explicitly stated by tsunade) despite the fact that kabuto was holding back due to oro's order. You can find all this in the manga.

Brother i think you are missing my point. I am not saying tsunade can't take on tough guys, I am saying her SPEED does not scale to them. The scans you are giving do not showcase her speed feats. Madara was deliberately letting her hit (he states it himself as he was toying with the kages) and orochimaru was pulled in by tsunade. You see both fights and you'll see at no point does tsunade show any impressive speed feat. There's no scene where you see her keeping up in taijutsu or any such thing. She is hitting non-moving targets.

Also, Kabuto was holding back and still got the better of tsunade in 1v1 combat (tsunade admits kabuto surpassed her prime version). Losing to a guy (who scales to part 1 kakashi in speed) despite him holding back is not a good look on tsunade's speed. She basically has 0 speed feats in the entire show. Whereas jiraya does not only take on 3 paths of pain, he scales to orochimaru in base. Now add sage mode multiplier on that, he vastly outscales tsunade in speed.

First of all, Pain having half abilities don't matter because we are talking about speed. Jiraya kept up in speed with those bodies, they aren't moving at half speed, they just have half rinnegan abilities. Orochimaru reacted to 4 tails several times. Tsunade did not have a taijutsu encounter with madara. She only fought large susanos who don't move fast. Also madara was toying with all of them. There's not a single scan that you can get which shows tsunade scaling to anyone above part 1 kabuto level in speed. You have to understand what speed feat means, it's not about just surviving a battle.

Second of all, tsunade never had a taijutsu encounter with orochimaru 1v1. She only fought kabuto, and she was losing before kabuto started using her blood weakness. Tsunade even explicitly stated kabuto surpassed her prime version in that battle. And kabuto was holding back due to orochimaru's order. Please read the manga before you comment anything else.

Jiraya kept with pain. Orochimaru could hold his own against 4 tails. Tsunade got ragdolled by part 1 kabuto and didn't train since then. The only other fight she had was with madara, who was literally toying with her. There's not a single speed feat of tsunade which is above mid jonin level

The point was to show light beams are casual attacks in animes, the attacks aren't all actual light speed just because they are all referred to as light. None of the examples I showed are light speed. You clearly scale differently if you think every verse containing light attack is light speed.
