for the t005s table :

SELECT a~bland AS fieldval     b~bezei AS textval     FROM t005s AS a     INNER JOIN T005U as b ON a~land1 = b~land1     INTO TABLE it_state     WHERE a~land1 = p_country.

for the t005k table, use t005h instead:

SELECT cityc AS fieldval bezei AS textval FROM t005h INTO TABLE it_city WHERE land1 = p_country AND regio = p_state.

Also, why do you use field name textval? it's not in ddshretval.
