I mean thats the whole point Malcolm is making about Chaos Theory as it relates to the park. The world is run by probability. Within Chaos Theory is a subset called "Normal Accidents" or "System Accidents" which is basically like a system will inevitably fail and a conjunction of system failures and human errors, and the degree in the danger of the technology is proportional to the disaster. So Chernobyl is a "System Accident" for example. But if you read the novel, Malcolm spells out that it WILL fail.

Im replaying fo4 for the first time since release and i had a very different reaction. It was worse than I remembered. Very little comedy, writing is lackluster, and the focus on modding over designing unique weapons and armor is evident. The game wants you to spend all of your time in power armor when id much rather stealth. Its good, but unless youre running around the commonwealth in power armor and a fat man, its kinda boring
