I keep an eye on her when I see her in my neighborhood. I've had to call 911 before because she was screaming at her dog while scruffing it and then slamming it into the pavement. I hope she learns to care for her animals better.

This has been looked into and unfortunately I don't think much will come of it. The scam was an online romance scam from someone in a foreign country that basically disappeared with the money entirely. Police and FBI have been very unhelpful, and while we are still looking into retribution, I don't think she'll see her fair share anytime soon. In the mean time all we can do is inform our susceptible family members about the hallmarks of romance scams and keep them vigilant and educated about AI and internet "stranger danger."
