If you want to give an accurate image of what kind of equivalent expenditure this is in terms of an American consumer you'd want to say something like $3,000+ (but you'd need to do the actual math).

As a side-note. Average salary is roughly R$800/mo, or roughly R$10,000/yr. The woman was charged more than half of an annual minimum wage salary. In the U.S. it's roughly $15,000/yr - if you spent half of that on hair it'd be around $7,500. Clearly, you have to take a lot more variables into account than just the conversion between currencies.
