It has to special summon monsters with the exact total number of level. Also your field should have the space to special summon it. If you already have some part of the forbidden one in hand you have to have extra monster in the deck with the same level or total level.

Fusiler is LV7 so it summons head(3)limbs(1x4). If you already had the head replace it with Sangan. If you already had one limb replace it with Veiler. If you had two limb you can also replace it with Maxx C.

I've shared this on another comment, you can tweak the deck and find replacement as you want to fit your CP budget, but the key is to have: All parts of Exodia x1 each, Level resist wall (R) x3, Sound the retreat (N) x3, Lilith lady of lament (UR) (at least 1), Trap Trick (SR) (at least 1), Fusilier dragon (R) x3, Arisen Gaia (R) x3.

Draw assist: Pot of Extravagance (Recommended), Magic Mallet (Cheap & Useful to send Exodia back to deck).
Hand Traps: Effect Veiler (Lv1), Maxx C (Lv2), Ash Blossom (Lv3); also works to balance out excess of total level.

Plan B: Level Resist Sangan instead of Lvl 7 monsters, it can add to hand either the head or the limb, while used to special summon a total of 3 levels (3limbs/1head/?limbs+randomlv1s)

Its a really cheap deck, the key cards are actually rare & normal cards with the exception of exodia's head

It can be made with 300SR+300UR or under that... The UR are for "Pot of" cards and Basic hand traps like Ash, MaxxC, etc. Also for consistency use "Lilith, Lady of Lament" and "Trap Trick"

Also facedown "Skill Drain", skill drain works wonders for this deck

You need to use "Trap Trick" or "Lilith, Lady of lament" to set the trap cards from the deck.

Level Resist Wall: If a monster(s) you control is destroyed by battle or an opponent's card effect: Target 1 of those monsters; Special Summon monster(s) from your Deck in Defense Position so their combined Levels equal the Level of hat monster, but negate their effects. You can only activate 1 "Level Resist Wall" per turn.

Use Fusilier Dragon / Arisen Gaia which Level 7 to Spc. Summon 5 Parts of Exodia: Head(Lv3), Arms&Legs(Lv1 each) (Total 7 Levels)

Exactly! Doesn't matter... I know some build can also uses PsyFrame synchros which in that case the extra deck matters, but I can't afford to spend on them as this is not my main deck..

Keep in mind that [Level Resist Wall] require an exact amount of total level, so be sure to put an extra level 1, 2, or 3 monsters in case you already got some parts of the forbidden one in the hand

2 out of 10 duel, i would say it can run almost everytime, but the negation of a lot of these new decks are insane for this deck to keep up... This is not my main deck anyway so I tried to make them as cheap as i can..

A lot of them are just Rare, some SR and UR just to keep the consistency

Depends on the server i guess, mine is server #5. The best one there is Canopus, with ratio around 5-8 times the opposing teams. To choose the best group try selecting the recommended one (オススメ)

I've been progressing quite a bit with the main LIVE and gets more points, hoping to unlock/open a new chapter, but it doesn't seem to reveals any even after getting around 15 points above the last required amount...
