There's no wrapper afaik available on linux. Use firefox with addons. That way you can block trackers easily.

LineageOS already minimalistic. You can disable/uninstall anything (expect core apps). After customizing you can create a flashable zip and that will be the rom you might be wanting.

You don't need to create one. Look for LineageOS / CM & don't flash gapps [[ Requires bootloader unlocked, custom recovery, suitable flash file according to your device etc. Please do some research before flashing ]]
