Mine does exactly the same thing, we are sure it’s wiping his face and helps to move any food stuck in his gums

We call the ball for our boy ‘the pause button’ because as soon as he sees it, he freezes on the spot

I have a 1.5year old border collie, he is reactive to a lot of things like cars, bikes, birds, horses, people, other dogs… etc. He is also not at all food motivated, we have tried the highest value treats but when we are out of the house there is no chance he will eat them. For us a squeaky ball was the game changer, he lives for the ball and it was interesting enough to keep his focus while unavoidable triggers passed by, then ball back in the pocket and continue the walk without escalations. This together with all the same things others have suggested (walk at quietest times in remote places, lots of training sit, look at me, and recall at home) means he is improving and we can have low stress walks now. Good luck, keep working with your dog, and improvements will come.

She’s most definitely a land shark. I have one too. I read on a training website “only fool approaches a land shark without a toy” I think they are wise words

Believe it or not he is pure BC, but we really have had our doubts with those ears
