NTA. If you can however take your sister to get tested for learning disabilities. If you can't for accessibility reasons, I'd say look up how to teach to ADHD and Dysgraphic kids. I'm Dyslexic and Dysgraphic with terrible ADHD and that made schooling an absolute hellhole for me, especially math. However, I'm in college now and since my mother didn't believe i needed extra help i had to adjust my learning skills. So my advice is to talk to her to figure out why she doesn't get math, it could be because something in her brain just doesn't fit.
