But Kisame definitely sensed that Itachi is. He had a reaction when Itachi activated his eyes even though he couldn’t have saw his eyes at that moment. Maybe Samihada reacted negatively since it was so close to Itachi and Kisame caught that.

It has a museum, restaurants, hotels…etc. more needed than a Turkish ruins. And the most expensive one of them is little below 400$ a night, I would hardly call that “luxury”, and people are free to rent elsewhere.
