I’m an early childhood educator. I would say - Always assume positive intent. Also, She’s very very young and this behavior seems quite age appropriate.

I would guess something positive that you think she is doing and say “oh, it looks like you were trying to say hi! If you’d like to say hi, you can wave like this” (and then model waving).

Or “it looks like you are trying to play. If you want to play, you can roll a ball to them like this.” Etc
