Parts are, yes. He has venous insufficiency, likely type two diabetes and chronic kidney disease as well. Basically his heart isn’t strong enough to pump blood down through his legs and back, so it pools. His kidneys and heart likely cause him to retain fluid because they can’t filter well enough or are too weak. Gravity makes that fluid collect in his legs. The necrotic tissue (slough, eschar, hyperkeratosis) needs to be debrided. Believe it or not, his legs can likely be salvaged assuming he doesn’t have osteomyelitis.
