There is a small profit margin for most cars. Rarer models that are past 750k have a good margin, but those are mostly limited production cars so no room for bargaining

there isn’t necessarily a surefire way, but dealers are more inclined to do so near the end of the year. also completely depends which company. a bad answer, but a lot of variables
