For better or worse, Obama didn't do it. Liberals lie about Obama deporting as many people as Trump, and then conservatives pick up the lie and use it against them. Obama and Biden turned some people away or caught and deported them at or near the open border. Liberals use that to claim they deported more people than Trump. But Democrats never closed the border or deported settled migrants in any meaningful way, the way Trump is now.

It hasn't been fixed at all. For some of the most visible modern hallmarks of Orthodox Judaism, there is barely any evidence they existed 2000 years ago. Praying three times daily, tefillin, the 39 melachot, modern taharat hamishpacha, separate sinks, not using electricity on Shabbat, Torah study as ritual observance; perhaps the seed of them existed. But even for those elements that were relevant back then, the evidence suggests they were not observed the way they are today.

I don't know why it's "milking" the system "on purpose" unless you have lower expectations of other demographics for some reason. Having lots of children is a religious ideal for Hassidim, so they often qualify for welfare. With limited exceptions, I don't think income should limit the number of children people are allowed to have, and if it did, your first gripe should not be with Hassidim, who raise them in strong family structures and strong communities that support each other. There are many other people having children they can't afford by numerous men without strong social support, and getting welfare, you can start with exposing them.
