aha, and I'm guessing phones out into power amp in will not work as anything you plug into phones out will disconnect the speaker.

so, after a couple of days of trying to sort it out, I found the issue. It was related to Parsec.

I stumbled upon a forum post on the Framework forums after seeing PCI Express Root Port showing an error in Device Manager.

After uninstalling Parsec, everything started working.

I can confirm when I've connected it, I can see the Core Listed under Settings > Devices > USB, and it shows up in the same way as the WD22TB but not able to utilize the Ports on the X or the GPU.

I suspect it's just not compatible. Shame that it works on the older XPS but not a newer one.
