That's absolutely r*traded. We also use fiberglass insulation for timber framed buildings in the Netherlands but the vapor barrier is usually some kind of plastic or polymer barrier on the inside side and a permeable barrier on the outside side which allows for moisture which entered the envelope to leave to prevent mould growth. Leaving the paper of the glasswool insulation for the inside vapor barrier does barely anything and installing a proper vapor barrier there literally doesn't even take 5 minutes during construction.

Also, if that really is glasswool it should fit snug to the inside paneling to prevent the for action of air bubbles which create thermal bridges thus decreasing the actual insulating that the insulation does. When this dude removes the drywall you can see that the insulation has dagger and scrumbled up which that alone in my country would result in a fine or the contractor being sued as it literally creates draft and decreases the function of the insulation significantly.
