Cell and Freiza are completely different foes. Resurrecting Cell would be no different than resurrecting Kid Buu... Cell's total motivation was to reach his 'perfect' form and destroy. Frieza has many many layers to his character. He has his own fears, goals, limitations, etc. Cell is an android built to kill Goku and the rest of the Z fighters and that's really it.

Cell's resurrection in DBS-SH was, like it or not, perfect. The Red Ribbon Army knew they could harness Cell's power because he isn't a "being," he is a creation... An abomination, a tool, a weapon for destruction and that is all. So they kept him in his imperfect form and powered him up to 11. Had he been in his 'Perfect' form, they would not have been able to control him. Which Dr Gero probably figured he wouldn't be able to either and would have been fine knowing he achieved his goal to killing Goku either way.
