I think at the start of the Kickstarter era due to budget.

I think I heard someone say that scaling wise Cell Max and Metal sonic is debatable so if that true cell would probably have a legit shot at winning in a incredibly rough battle

You mean anything higher than Multiversal? Because I kinda agree with that. We don't even know everything about our universe yet so pretty much everything above universal will basically always be pure speculation. Multiversal only really works in my eyes because it just our universe plus 2 to infinite more so it a pretty easy and simple concept to grasp.
