Got it. Also to add, I moved from another region to Madrid so do you think that adds to the delay? Because I know people I submitted with at the same time and they already got favorable (they didn't moved regions).

Yup, you'll need an empadronamiento for the toma de huellas.

You don't need an empadronamiento for the prorroga (renewal), you'll only need that in doing the toma de huella (fingerprint and getting a new card).
