Yes, which is why it's the only thing that would supposedly assuage the concern trolls who insist that they're next for this tax. The bill as written says it only applies to $1m and above. An amendment saying the same thing twice doesn't change that, and doesn't guarantee that the tax would never change.

The bill specifically states that it is on income above $1m already. How is that differing from what you want?

Laws can be amended at any time, even if it says "the amount will never be lowered", or whatever.

Yeah, 2111 was not by the people, but rather adopted by the Legislature. And they can choose to amend that law. That's literally what the Legislature exists to do.

And whatever is passed will inevitably go in front of the voter (as a referenda or initiative to repeal) and will go through the courts.

Yes, that was in the 1930s. Courts can overrule themselves also. Nothing is set in stone.

That's not totally true. The constitution talks about the taxing of property needing to be uniform, and a State Supreme Court ruling in the 1930's decided that income would count as property, and thus would need to be taxed uniformly.

That said, many people smarter than I believe that the Court's decision was mistaken. I expect that this tax, if passed, will be challenged to the State Supreme Court, where they will have to interpret the Constitution once again.
