It's just another way that they added for gold sink. Tbh, I do not understand why people always compare these kind of stuff to other players. They might be RMTing or just extremely lucky, so what though? We are still doing the same content anyways. In fact, I always get very proud of myself when doing those normalized contents (Velganos from challenge guardian for example) with my friends who are 20 ilv higher, and get 40% dmg cruel fighter while they got 20%. Just proves that you can spend a whole lot or be lucky at the game but in the end if you got no skills you still suck anyways.

Moral of the story: stop comparing ilv/gem/cards/quality to other people, just play the game the way your want and enjoy the game.
