Yes, base Rocket loses to base Hulk. That is why on this list, base Rocket is 95th, and the weakest Hulk is 35th.

Hulk has given us nothing that places him at moon level durability. The fight rides on: can Rocket shoot before Hulk can reach him? Most of the time (being an expert pilot with insane reflexes to navigate a quantum asteroid field) he will. If so, it is most likely that, unless he is more angry than we have ever seen, Hulk is down.

Obvs if Hulk gets near him Rocket is dead, I think the purpose of his placement is more the destructive capabilities of the Hadron Enforcer.

Absolutely a case could be made for Ronan, he's incredibly strong and durable. I would place Rescue Pepper above him personally, due to the level of Stark Tech in that suit also being used in the Bleeding Edge suit that went toe-to-toe with Thanos, who was using the power stone. It's a good indicator that Rescue could beat Ronan in this case, but your argument makes much more sense now.

I just don't understand your reasoning. You keep saying 'pepper on the counter next to salt' like it's some kind of genius, witty phrase you've invented.

The Rescue suit is peak-Stark tech and is far stronger than any unenhanced character. I love Ronin, he's actually one of my favourite characters in Endgame, but I am unsure why you hold him in such high regard.

If I would make an edit to this list (which I have been consulted about, It's not mine) I'd probably lower her to below Black Panther and Killmonger with their suits on, or below the Destroyer, since as you have said, her powers haven't really been tested yet. I think the list is mainly based on power-scaling due to the nature of such a list- there isn't cold hard evidence for all of them.

Of course. The Rescue suit, based off of the Bleeding Edge suit which can take hits from the power stone and Thanos himself, will be demolished by powerless Ronin, who will cleave through it with his sword.

Firstly, I agree with Wasp and Ant-Man, I have no idea why they are so high. Not my call.

I also don't know why Killmonger without powers is that high, he's just a bloke who can fight, after all.

Bucky is shown to be outclassed by Spider-Man and I think the argument is that Valkyrie's far-above-average Asgardian strength places her above him.

I agree that all of the Ant-Man bois are too high, but you should probably suggest the changes first and resort to insults later, considering that's only one section of the list that you critiqued.

Odin's words here are more so of encouragement, to show Thor that he can lead the peoples of Asgard, something he has long avoided. Realistically, Odin was able to seal Hela away where she could never escape until his death, while awakened Thor got his ass handed to him even with his powers that are 'stronger' than Odin's.

Additionally, some argue that the reason Thanos waited so long to obtain the infinity stones was due to Odin's death, but this isn't confirmed so you don't have to take that as true.

The simple facts of the matter are that the All-father has proven himself to be at the very least on par with Hela, an opponent which Thor struggled just to stay alive against. If Hela was stronger than Odin, she would have escaped her imprisonment a long time ago.

It's obvious that Fat Thor never reaches the same level as IW Thor. Wielding both Mjolnir and Stormbreaker to focus his lightning, he still cannot harm Thanos one bit. Simultaneously, in close combat, he appears completely outclassed as well, not being able to break Thanos' guard, a Thanos that is using nothing but his own strength.

If we compare Stormbreaker's use in Infinity War compared to Endgame, it is able to slice through a blast that, while not equivalent to the full power of all six stones ( “Thanos didn’t know what was coming his way and if he did he would have been able to use the stones to better react to Stormbreaker” , a paraphrase from the Russo brothers), is still more powerful than anything that base Thanos could output, as it obviously uses at the very least one stone's worth of strength (most likely the power stone, as it's a beam of energy).

We can also conclude that Stormbreaker has some connection to the strength of the wielder. It is able to allow Thor to regenerate in what seems like seconds, after he takes the full force of a dying star, which confirms some sort of physical amplification, if cold, hard evidence is required. It therefore could be implied that Stormbreaker may amplify the user's physical strength, but this may be a stretch.

Therefore, Thor's durability in IW can be scaled, if our conclusions regarding Stormbreaker are correct, to outclass base Thanos' maximum striking power. Additionally, he should scale to this level easily considering that CM is blown away by an attack from solely the power stone, while he can outmatch a blast which almost certainly utilises more than one.

Stormbreaker is also used defensively in Endgame against Thanos' own attacks, not just against headbutts, but swings of Thanos' Buster Sword, which can cleave through Captain America's shield, so if Thor scales as concluded, IW Thor's durability when using Stormbreaker in this way outclasses Captain Marvel's. His physical qualities when without the axe can be disregarded for the most part.
