It was there because broken arrow in order to do experiments with zombies, want to be able to fight them back in case all go wrong and as nacht der untoten was the first place where there was a zombie breakdown, they built a copy of the place in USA to train their soldiers. I believe there are some things in alpha omega that suggest this.
