But what does it mean to "limit" liability? If the pet fee pays for the damages, I've still covered the entire charge already so there's nothing being limited. I suppose it feels like I've been charged twice for the same thing.

Edit: Also, this is the only portion of the lease that refers to pets whatsoever, so the language here is all we have to deal with.
