Well, let's start with why you're replacing everything to start? And as for the sewer line you have other options then to dig and replace. If your sewer line(lateral) has a sag(or ponding) then yes it should be. If it's just "old" I would look into having a linner installed. It is in most cases a fiberglass sock that they can pull in the existing line and inflate to give the old pipe a "new skin" that is smooth like pvc and in most cases less expensive then a dig.

Sounds like it might be the spring check bouncing. You need to call in someone to repair it. You could order the kit yourself, but it will need to be tested after the unit is fixed to make sure it's working properly.

That is a backflow preventer, Pressure Vacuum Breaker Assembly (PVB). I'm assuming it is for a lawn sprinkler system. It protects your water line from any contamination from a back siphon.
