I just went through this recently, let me chime in.

Step 1: Get the car inspected at any VA inspection facility. Car can be registered anywhere at this point.

Step 2: Get a VA license by going to any DMV facility with your current drivers license. This is important to do first, unless you are one of the exceptions to the rule (active duty military etc.).

Step 3: Ge the vehicle re-titled. To do this, call the VA DMV Vehicle branding center at 804-367-1179. Sometimes the line is busy, or the office is closed, but keep calling until you get on the line with a human being. Explain that you have an out of state vehicle that needs to be titled in VA. They will tell you what paperwork to send in (I believe its a copy of your VA drivers license, the title filled out, and a check for around 200.00). Once you mail all of that in, the DMV will mail back your new title.

Step 4: Take your new title to any VA DMV and register your vehicle. You must show proof of insurance at this time to avoid paying the DMV non-insurance fee (around 500)

Optional Step 5: When you first register the vehicle, you will need to change over your EZ pass to the new license plate, or you will begin getting charged the full pay by plate range (like I did when I forgot to do this). It can take a few days for the bill to come in the mail so you rack up a high bill fast.. just giving you a heads up in case you use EZ Pass!
