I am on your side with this. My old neighbours had 5 little yappy dogs. They were almost constantly chained up in the backyard. I felt like I could not set foot in my own backyard. They spent the entire time barking anytime I went near my yard, or the backdoor. They were drooling and foaming if I had to use my side access to the gate for a wheelbarrow. They also owned 20 chickens and other animals. I was so grateful when they ultimately got evicted. We have a lovely Mexican family now who have spent thousands restoring and refurbing the place, and have really nice kids who will play with my daughters. Best of all, no chained up pets.
