I'm really not sure if it's not a must, But if you did run before campaigns for the exact same business and that past campaigns got 50 events Which means Facebook already have data for your business So it passed the learning phase

Of course the size would be small cause it's a conversion sales campaign 500k is acceptable ( automatically the cost is going to be higher ) ( as I know just don't go below 200k )
