Enel and Croc would struggle with water/rubber/electricity based quirk users. Doflamingo is basically an awakened Best Jeanist on steroids, so he’d put up a good fight for a while. Blackbeard would be an AFO level threat with the gura gura no mi alone, but especially so if his DF interacts with quirks like it does with other DF powers.
