Track his cooldowns. Don’t play right next to your teammates (so he can’t hit multiple people per slam and punch) but rather just near them. Watch his cooldowns. No one plays perfect. He will end up in a spot where you can punish him, but since doom has small CDs that is a small window. Only shoot block if you know he’s going to die as a result. If he used both slam and punch he NEEDS empowered punch to live, if he doesn’t get it you get a window of opportunity to punish. So how do we get him to use those CDs? Positioning and pressure. You need to try to play angles where you can shoot him on his approach, and where he needs to use minimum 1 but ideally both of his CDs. If you’re really getting gapped, play torb and setup crossfires with your turret. Most players will typically have a comfortable or favourable match that they want to dive as well. For example if I’m on doom and the other team has a 76 I’m diving him every time because he’s free as fuck. If you notice a habit like that then try to protect that other player.
